Energy Storage Policies Drive Market in New York

On 21 July 2010, New York Governor David Patterson signed into law S. 7145, a bill that broadens the Public Service Law (PSL) by re-classifying kinetic energy storage under 80 MW as an alternative energy production facility. This change decreases regulatory hurdles by allowing qualifying energy storage facilities, most notably flywheel and compressed air technologies, to bypass the Public Service Commission (NYPSC). New York State Senator Aubertine has proposed a similar bill (SB 8310) for lithium ion (Li-on) batteries, which is currently pending in the Senate.
