First Brick Laid in PV Trade Wall with China

On 19 March 2012, the United States Department of Commerce (Commerce) announced a preliminary ruling to impose countervailing duties (CVD) on c-Si photovoltaic modules imported from China. The preliminary rulings set a 2.9% punitive tariff on Suntech, a 4.73% tariff on Trina, and a 3.61% tariff on all other Chinese cells and modules. The tariff will take effect immediately and will be applied retroactively 90 days from the day of the preliminary decision. Key trends in this On Point include:
