Spain Reins in CSP Development

The 1,467 MW of CSP projects under construction in Spain has sparked a regulatory shift at the Ministry of Industry Tourism and Commerce (MITC) in an attempt to temper speculation. Under the new Real Decreto 6/2009, CSP developers are mandated to register their projects, with only those passing a series of financial and development hurdles eligible to receive the current €0.27/kWh feed-in tariff—essentially creating a new cap. The process favors projects backed by well-financed utilities and independent power producers; those failing to meet the standards will be left in limbo until the MITC announces a rate revision later this summer.
